📋 Staff Comments

1. Although the Chinese Embassy announced the pledge, AidData attributes the funding agency to MOFCOM, which administers China’s bilateral food aid program. This is an estimated attribution consistent with TUFF 3.0 guidance when explicit funder is not named.
