On August 18, 2023, the Government of the People's Republic of China and the Government of Mauritania signed a debt forgiveness agreement in Nouakchott. The agreement was signed by Mauritania’s Minister of Economy and Sustainable Development, Mr. Abdessalam Ould Mohamed Saleh, and the Chinese Ambassador to Mauritania, Mr.
Li Baijun.
Under this agreement, the Chinese Ministry of Commerce (MOFCOM) agreed to cancel RMB 178 million (approximately USD 24.5 million) of Mauritania’s outstanding debt obligations.
These obligations stemmed from three interest-free loans previously extended by China, which were originally scheduled to mature on December 31, 2021. This debt cancellation aligns with China's broader commitment to support African nations' economic development and debt sustainability.
Interest-free loan forgiveness has been a recurring feature of China's engagement with Africa, often announced during the Forum on China-Africa Cooperation (FOCAC) summits.
Such gestures are part of China's diplomatic efforts to strengthen bilateral relations and promote sustainable development in partner countries.
1. Interest free loans from the Chinese Ministry of Commerce typically carry 20-year maturity terms. While the precise the loans that have been forgiven are unknown, it is very likely they are captured elsewhere in the dataset. As such, the umbrella box has been set to 'Yes' to avoid double-counting the transaction amount.
