On May 12, 2023, the Asia-Pacific Telecommunity (APT) announced its 2023 "APT-People’s Republic of China Scholarship Programme." This was a collaboration between APT, China's Ministry of Industry and Information Technology (MIIT) and China's Xi'an University of Posts and Telecommunications (XUPT) as part of the "MIIT-APT Asia-Pacific ICT Youth Capacity Building Scholarship Programme," proposed by XUPT.
The scholarship is for a 3-year Master's program in 3 different areas.
The scholarship was intended for up to 10 students per country; however, if insufficient qualified applicants applied, fewer could be selected.
There were to be 4 scholarships for Information and Communication Engineering, 3 for Electronic Science and Technology, and 3 for Computer Science and Technology.
Applicants were required to have proficiency in Chinese or English as well as the equivalent of a 4-year bachelor's degree, to have worked in government departments in the ICT field for at least 3-years, be a citizen or resident of an APT member, be in good health and under 35-years old. APT asked member states to nominate qualified applicants.
All application documents were to be submitted electronically to APT by June 25, which would then be reviewed by XUPT, who would conduct online interviews and decide on admissions by July 5. The APT Secretariat would inform APT member states' final contact point of the final results by July 10.
By July 15, admitted students were required to confirm their registration decision and pay XUPT the RMB 800 registration fee. By July 20, XUPT would process student visa invitation letters for admitted students. Classes would start September 10.
XUPT agreed to help admitted students process residence permission, but they would have to pay the 800 RMB per year residence permission fee. There are 3 classes of scholarships provided. All three have tuition and accommodation fees waived.
First-class includes a RMB 10,000 yearly stipend; the second-class stipend is RMB 9,000, and the third-class is RMB 8,000.
Freshmen would receive a first-class scholarship, but in their second and third years, they would receive scholarships based on their academic performance. China agreed to provide one round-trip economy class ticket not to exceed RMB 5,000.
XUPT would provide standard dormitory rooms with independent toilet and bath facilities, about 20 meters in total, with a shared kitchen on each floor.
The documents required are the application form, curriculum vitae, academic certificate, academic transcript, certification of language skills, one professor and one employer recommendation, a photocopy of passport, a physical exam report, and a certificate from the local Chinese embassy confirming the applicant has no criminal record.
