On April 28, 2022, the Ministry of Ecology and Environment of the People's Republic of China and the Office of the President of the Republic of Kiribati signed a Memorandum of Understanding (MoU) on Material Assistance for South-South Cooperation on Climate Change.
According to this MoU, China will provide Kiribati with material assistance related to climate change in batches to help Kiribati improve its ability to respond to climate change. This cooperation agreement is a part of China's "Ten Hundred Thousand Initiative" (十百千). This initiative was first introduced by President Xi Jinping at the 2015 Paris Climate Conference.
The goal of the initiative is to "set up 10 pilot low-carbon industrial parks and start 100 mitigation and adaptation programs in other developing countries and provide them with 1,000 training opportunities on climate change" {Source ID #203145} in order to promote international cooperation in clean energy, disaster prevention and mitigation, ecological protection, climate-resilient agriculture and low-carbon smart urban construction.
1. This agreement may not be committing a grant, but rather agreeing to increased cooperation more broadly such as providing contractors. Details about the agreement terms are unavailable. Further, a source published by ENF Solar discussed the May 2022 agreement in an article primarily about Chinese contractor Sino Soar Hybrid (Beijing) Technology Co., Ltd receiving a bid on an ADB-funded project. The exact terms of the May 2022 implementation agreement, and whether or not a grant of household solar power generation systems ultimately materialized, warrant further investigation.
