Grant Description

As of March 9, 2022, heavy rains and flooding had killed 15 people, displaced thousands, as well as destroyed thousands of homes in northern Congo since early September 2021.

The severity of the flooding caused the Congolese government to declare a state of emergency on November 29, 2021 and appeal for help from the international community.

On March 11, 2022, Chinese ambassador Ma Fulin and Congolese Minister of Foreign Affairs Andre Poh signed an Exchange of Notes on the provision of emergency humanitarian aid for flood victims.

The Exchange of Notes (and related donation) fell under an Economic and Technical Cooperation Agreement (ETCA), signed on June 12, 2014, that provided an RMB 100 million grant (see Record ID#59506).

On the same day the Exchange of Notes was signed, the Chinese Ambassador handed over a donation of FCFA 296.7 million (approximately USD 500,000) to Minister Poh, in the presence of the Minister of Social Affairs and Humanitarian Action Irène Marie Cécile Mboukou-Kimbatsa.

The donation would be used to help flood victims specifically in the Plateaux, Cuvette, Sangha and Likouala departments of the country.

This grant was preceded by a donation of equal size on February 24, 2022 (captured in Record ID#104600) to flood victims in the same region.

Sources did not explicitly state which ETCA the emergency aid fell under. Nevertheless, as the money handed over was a donation, it is deduced that the aid fell under the ETCA that provided the RMB 100 million grant that was captured in Project ID #59506.
