On February 27, 2021, the Chinese Government and the Government of Chad signed a memorandum of understanding (MOU), which cancelled RMB 189,600,000 of the Government of Chad’s outstanding debt obligations.
These debts resulted from four, interest-free, MOFCOM loans that the Government of Chad previously contracted for the construction of the Palace of Democracy, the seat of Chad’s National Assembly. These loans were originally scheduled to reach maturity in December 2020.
The MOU was signed by Chad’s Minister of Finance and Budget Tahir Hamid Nguilin and the Extraordinary and Plenipotentiary Ambassador of the People's Republic of China to the Republic of Chad Li Jinjin.
1. To date, AidData has only captured a single MOFCOM, interest-free loan for the National Assembly Building Construction Project (via Project ID#32656). However, this loan was originally scheduled to mature on or around December 27, 2028. This issue warrants further investigation.
