Grant Description

In 2002, the Chinese Government provided a RMB 6 million grant to the Government of Malta. The grant was intended to provide for equipment for Malta Drydocks, specifically the 300,000-Ton Dry Dock and Quay.

The commitment for the grant began with signed letters of exchange between the Chinese Government and the Government of Malta in August 2002 and September 2002. Each of the two agreements included a separate commitment to a RMB 3 million grant.

The grant was used by Malta Drydocks to purchase materials for the 300,000-Ton Dry Dock and Quay that included frequency changers, a switchgear, a cable, balancing a machine, an emergency diesel generator set, an overhead magnetic crane for the steel yard and a section bender. Some portion of the funding was also used to finance a new dredging project at Marsa.

1. The 300,000-Ton Dry Dock and Quay Construction Project was supported by the Chinese Government through an RMB 100 million interest-free loan. It was implemented by COMPLANT (a Chinese state-owned enterprise) between January 1975 and in September 1980. 800 Chinese technicians, engineers and workers participated in the construction of the dry dock and quay. With a total capacity of 300,000 tons, the so-called “No. 6 dry dock” (or “Red China Dock”) is not only the largest dock in Malta, but also one of the largest in the Mediterranean region. It has become a symbol of Sino-Maltese friendship.
