In December 2017, China's Ministry of Commerce (MOFCOM) and the Government of Namibia signed a RMB 150 million (NAD 343 million) grant agreement for the Four Rural Schools Project.
Then, on June 21, 2021, Gansu Construction was awarded a contract by MOFCOM for the Four Rural Schools Project in Namibia.
The purpose of the project was to facilitate the reconstruction and expansion of four schools in Namibia: Liselo Combined School and Masokotwani Combined School in the Zambezi region and Satotwa Primary school and Simanya Combined School in the Kavango West region.
The project scope included the construction of additional facilities at the four schools, including classrooms, a dining hall, teachers' accommodations, computer laboratories, sports facilities, school hostels, a septic tank, and fences. Between March 28, 2022 and April 1, 2022, groundbreaking ceremonies were held at the sites of each of the four schools.
Liu Mingzhe, Business Counselor of the Embassy in Namibia, Minister of Education, Culture and Art, officials of the Planning Commission, and local officials from Kavangosi and Zambezi provinces attended the events.
Construction was planned to be completed by March 2023, however during a site inspection by officials from both countries in August 2022, construction crews reported difficulties in implementation related to the Covid-19 pandemic, poor local infrastructure, and the large distance between project sites.
The construction crews were instructed by Liu Mingzhe to continue implementation at a safe pace while maintaining good relations with local communities and garnering a positive image of Chinese companies in Namibia.
Then, on March 6, 2024, a ceremony was held in Windhoek for the signing of the handover certificate for the Four Rural Schools Project.
The certificate was jointly signed by the Acting Minister-Counselor of the Chinese Embassy in Namibia Shen Jian, and the Minister of Education, Arts and Culture of Namibia Ngipondoka.
