On June 16, 2023, the Chinese Government donated 20,000 metric tons of fertilizer worth RMB 100 million to the Philippines. President Ferdinand R.
Marcos Jr. received the donation from Chinese Ambassador Huang Xilian in a handover ceremony at the National Food Authority warehouse in Malanday, Valenzuela City.
The donated urea fertilizers are part of the grant provided in the Agreement on Economic and Technical Cooperation between the Philippine and Chinese governments on April 25, 2019.
On September 13, 2022, the Chinese Government responded to the Philippines' request for additional fertilizer supply aid.
On December 2, 2022, a memorandum from the Executive Secretary formally approved the acceptance of the fertilizer donation.
Embassy Note No. 22-4617 dated 06 December 2022 was later issued informing the Embassy of the People’s Republic of China of the acceptance of the said donation.
The note also explained that the Department of Agriculture, with the Fertilizer and Pesticide Authority (FPA), will closely coordinate with the Chinese Embassy on the facilitation of the donation.
President Marcos said the donation would help realize his administration’s bid to boost agricultural production in pursuit of food security.
In an interview, Marcos said the donated fertilizers would be distributed to farmers in Luzon through the Department of Agriculture’s (DA) existing voucher system.
